I hit the similar issue as described in #44 in Canonical Ubuntu 15.10, Ubuntu 16.04, Ubuntu 16.10, Ubuntu 17.04 when check in ESXi6.0 GA, ESXi 6.5GA, ESXi 6.6.
Issue description: Reached the end of the full installation, and got the "Installation complete - you need to restart" dialogue.
