This is QEMU 2.10. The basic POWER9 support is coming with QEMU 2.10.

This feature is to make sure we have the needed generic support in QEMU
to run POWER8-compat mode guests. It can be successfully tested by being
able to run a Ubuntu verion targeted for POWER8, such as Ubuntu 16.10,
as a guest on a POWER9 machine.
