I don't know why bugs about "DNS on VPN" were being marked as duplicates
of suspend/resume issues in dnsmasq. It's /related/, but definitely not
the same thing at all. I can only apologize that this wasn't handled
correctly, and try to fix things.

One thing to keep in mind however, is that not all premises on this bug
report are correct: what DNS server to use is directly dependent on the
settings used in the VPN connection: whether it should use the VPN for
everything, or just for the network it provides as routed shipped from
the VPN server. Your observations may vary based on what that setting
is.

I think we have enough information already to start working on a
solution, so I'll mark this bug Triaged/In Progress and assign it to
myself. I'm also milestoning it to 17.06; so that it stays on my todo
list for this month and June -- but that doesn't mean that it *will* be
fixed by then, that will depend on how hard it is to fix and ship the
updates where appropriate.

I only have openvpn to work with now, but the actual type of VPN should
not matter. If it changes something, *that* would be another bug (and
then you should make a separate report). If things work for one VPN
plugin, it means NetworkManager is doing what it should.

As soon as there is a proposed fix for this, I'll make it available on a
PPA for testing, even before it lands in -proposed, so as to have more
certainty that the fix works. I'll comment back here when something is
ready.
