Public bug reported:
All programs started from within cinnamon have interruptions in UI
responsiveness which last from less than a second, i.e. hardly
noticable, to more than 5 seconds, i.e. making the UI "hang". The phases
where user input is possible and the UI updated are in the same range of
duration. The interruptions occur constantly and start a few minutes
after the desktop has started, so that the system is consequently hardly
usable.
The system resources monitor shows that 1 core of the CPU is used
constantly with 100% by `cinnamon`.
