Public bug reported:

xfce4-weather-plugin (version 0.8.6-1) has stopped receiving forecast
data owing to the depreciated API it was using finally being
discontinued by the forecast provider.

According to https://forum.xfce.org/viewtopic.php?pid=45227#p45227 this
is resolved in version 0.8.9 of the plugin.

Debian bug for this issue is 862436

Issue occurring in Xenial for me, but suspect it applies to all
supported revisions prior to Zesty (which is already running version
0.8.9 of the plugin).
