Might be TLP related - to test, enable ubuntu budgie backports via
budgie-welcome recommendations.

Do a full update.  Then uninstall tlp.  This will also uninstall the UB
meta package "ubuntu-budgie-desktop" - dont worry about that.  Before
you upgrade to 17.10 just reinstall that package.

If all works - great - although don't know why TLP/systemd/kernel is
interfering with your suspend.

If suspend is still broken - then yeah - probably either systemd or
kernel related.
