[Impact]
When booting hwe-z on a Cavium ThunderX system in ACPI mode, the on-board NICs
don't come up, and the console emits messages like:

[Test Case]

Onboard NICs work (can ssh into it).
[Regression Risk]
The upstream fix changes are restricted to the NIC driver for this SoC, so
regression risk can be mitigated by direct testing. Non-ACPI mode was also
tested to make sure we're not breaking DT-based platforms while fixing this for
ACPI-based platforms.
