I booted with /etc/sysctl.conf as:
net.ipv6.conf.all.disable_ipv6 = 1
net.ipv6.conf.default.disable_ipv6 = 1
net.ipv6.conf.lo.disable_ipv6 = 1

That gave me no ipv6.
Then installing tftpd-hpa works just fine.

Just after install it has:

$ systemctl status tftpd-hpa
● tftpd-hpa.service - LSB: HPA's tftp server
   Loaded: loaded (/etc/init.d/tftpd-hpa; bad; vendor preset: enabled)
   Active: active (running) since Wed 2017-06-07 20:49:11 UTC; 13s ago
