Oh!   This is my environment:

I have (in /usr/local/bin - ahead of /usr/bin, in my path) `python`
refering to python3.6;

Temporarily changing my /usr/local/bin/python to point to
/usr/bin/python2.7 (as /usr/bin/python links to), and dput installed.

Perhaps something as simple as being explicit in the dput install to use
/ call python2 would help.
