Public bug reported:
One problem with Ubuntu not enabling tracker by default is that several
apps depend on tracker for basic functionality.
A user installs gnome-photos, opens the app and sees none of the
pictures from her ~/Pictures/ directory. She needs to log out and then
log back in for the tracker services to start running and her app to
work.
tracker uses systemd user services now.
