I navigate to control centre - appearance - theme tab - customize button 
- icons tab.

I click on different icon sets, and watch the icons on screen change.

Often (but not always) it happens that desktop icons, menu icons and 
file manager icons would suddenly become stuck on the default icon set 
(Adwaita ?), regardless how many times I continue to select different 
icon sets.

The fix is to use the mate tweak tool to change the panel layout (to 
anything) then switch it back again.

One thing I didn't mention is that I have saved my panel layout using 
the mate tweak tool, perhaps that is relevant ? I simply have one panel 
at the bottom, with menu, window list, notification bar and clock.
