Please sync gocryptfs 1.3-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Dont run flaky tests on ppc64el for now.

This version is built against a newer version of golang-github-hanwen-
go-fuse-dev[0], thus the build is fixed[1][2] and tests will pass on
those arches.
