Is there a difference between the network_data.json that is in
'/latest/' and the version that cloud-init reads?
It looks like we're not correctly handling the case where
network_data.json is present but contains '{}'.... Which I guess is a
bug, but I agree with Ryan in that i'm interested in knowing *why* it
got that way.
