Yes, wine32 is installed at your computer.  But if it was not installed,
then you would get the above mentioned message.

Maybe your original problem was the wrong command to run the program, which is 
a .bat file.  I don't the answer how to solve this, but a quick web search gave 
this result:

Otherwise ask at the support channels at winehq.org.

I filed bugs against gdebi and synaptic for their wrong output.
