Actually any of your configures seems to fail with that.
Usually that is due to a messed up local python configuration - [1] holds some
good hints how to resolve that, especially as you are currently kind of locked
out of apt - just be aware and adapt it to the ubuntu version (xenial) you are
working with.
I tried to recreate to be sure, but it really seems to be something
local to your installation as it worked just fine for me installing the
three python packages mentioned.
Since it seems likely to me that this is a local "configuration" problem
about your python, rather than a bug in Ubuntu, I'm marking this bug as
Incomplete.
