Correct, packages may not depend on the -extra flavour of the kernel, as
that does not at all make any guarantees that the running kernel as the
necessory features.
If there are any specific kernel modules that walinuxagent utilises they
must be moved to the linux-azure / linux-virtual main image packages.
Dependency on -extra package is not allowed.
