I'm seeing this issue with http://cdimage.ubuntu.com/ubuntu- core/16/stable/current/ubuntu-core-16-pi3.img.xz, but not with http://cdimage.ubuntu.com/ubuntu-core/16/stable/20170621/ubuntu- core-16-pi3.img.xz. The network setup still wasn't perfect, after entering in my wifi credentials and proceeding with the configure process, it failed and dropped me back into the network configuration menu with a missing wifi device. A reboot (with ctrl-alt-delete) brought the system back up, but this time with my wifi credentials already in place and it successfully proceeded with the rest of the configuration. I did not see this stack trace.
The 'stable/current/' image is dated 2017-03-14 and is referenced from the web page, https://developer.ubuntu.com/core/get-started/raspberry- pi-2-3 (which is where I began my snappy on pi3 journey). I don't know what the criteria is for changing the 'current' link to point to the '20170621', but I think that would help resolve this bug.
