I have the same problem. My laptop is Toshiba Satellite L10-102 : Pentium M 1.60 Ghz, 256+512 MB RAM (originally 256 MB), on board intel graphics card, intel pro 2200bg wifi chip. Occasionally, as soon as I press the shutdown button on Kubuntu or Ubuntu, I get a black screen (monitor turned off), but the system doesn't shutdown. Hard reset/power off required. I haven't observed the other symptoms. But everthing was OK with 7.04 . (Ubuntu was a daily build just before RC release, Kubuntu is the final release.) This model doesn't have a Toshiba bios but one from Phoenix.
I don't know whether it is relevent, but I have noticed that the monitor is turned on and off twice, or something like that, just before kdm/gdm is launched and login screen is displayed.
