I'm getting this too. Google is ranking this search.
 /usr/share/mysql-common contains only the "internal-use-only" directory.   

We somehow had
http://mariadb.mirror.digitalpacific.com.au/repo/10.2/ubuntu xenial/main
amd64 as the source. (10.2.6+maria~xenial)

Commenting this out for "stock" 5.7.18-0ubuntu0.16.04.1 helped.
