Public bug reported:

Kubuntu 17.10 (Alpha 1) with KDE Applications upgraded to 17.04.2 from
PPA (staging-kdeapplications).

1. Enable the 'Delete' service for Dolphin.
2. Right-click a folder (or a selection of folders).
3. The context menu shows "Delete File" (see attached screenshot). Folders are 
usually not called files, so this could show just "Delete", which would cover 
all cases.
