As mentioned in the Debian report, this issue has been resolved. I tested with maint-guide-ja 1.2.39 in Ubuntu Artful, and the document now contains multiple pages of text. It seems to be talking about packaging, but it is a bit limited how much I can verify without speaking the language, so could you please double-check before marking this as Fix released?
