According to https://en.wikipedia.org/wiki/Wubi_(software) and
https://wiki.ubuntu.com/WubiGuide wubi is no longer supported and hasn't
been for sometime.
To add to this bug report in 2016 is pointless - any outstanding bugs
will never be fixed. Marking the Ubuntu content of this report as being
invalid.
