Public bug reported:

To replicate:
Select "Send files" in either the bluetooth control panel or under the 
bluetooth indicator menu. Select a file in the dialog that appears, click the 
"select button"
What happens:
The dialog closes, and there is no evidence whatsoever that any attempt to send 
the file has been made.

This feature was working correctly in 16.04.
