You try to install in EFI mode on a disc without an EFI-System-
Partition.

I recommend you to use GPT as partition table instead of MBR/MSDOS

Title:
  When installing Xubuntu 17.04 in UEFI mode on a USB 2.0-Stick, the
  bootloader can not be installed on said device. Additional hdds in the
  system already have OSes installed. However, the stick should be able
  to boot on its own.
