The fix in that new version is actually supposed to fix just one kind of such
an issue.
* Fix an upgrade error when JAVA_OPTS in /etc/default/tomcat8
contains the '%' character (LP: #1666570).
Thanks for your report, and the workaround.
But to understand what in particular is breaking in your case we need to
understand what is actually going on.
You could follow comment 10 on the bug you linked [1] and provide that info.
