Steps to reproduce:
Log in to an X session on GNOME Shell on Artful
Open Gedit
Shrink the window vertically to about a fifth of the screen
Drag the window to very near to the top of the screen
Click the Open button
Notice that the popover spreads up off the top of the screen
Drag the window in to the middle of the screen
Click Open again, and notice that the popover is still cut down
