Public bug reported:

It's not possible to rebuild cargo on xenial/ppc64el right now because
the current binary crashes during the build. The only way out of this
will be to re-bootstrap it on this architecture once the crash is
resolved.

The cargo build is fairly quick on all architectures, so I think this
would be a good idea to make sure that we don't end up in a situation
where cargo is unbuildable.
