I was not able to reproduce this issue, I could successfully install
texlive-full 2017.20170724-1 on Ubuntu Artful. I am aware that this is a
newer version than the one you had available, so any problems might have
been fixed when a newer version was rolled out. Since newer versions are
uploaded all the time in artful, sometimes package mirrors get out of
sync, though these are for the most part resolved after a short period
of time. Could you please run `sudo apt update` to refresh package lists
(possibly also installing upgrades) and see if this issue is still
present?
