If an update to an installed package requires a new package to be
installed (an added dependency), then a password prompt will be
required. Updates to installed packages which do not bring in a new
dependency do not require a password.
I suspect that this behavior is what made you think there was a change
in the password prompting logic. Let me know if that makes sense to you.
