Public bug reported:

Currently the RDMA drivers are hot plugged before walinuxagent has the
chance to pick the correct driver for the running host OS version.

"linux-image-*-azure" needs to place a configuration file under
/lib/modprobe.d that will prevent the drivers of being hot plugged and
later can be overridden by a config file under /etc/modprobe.d/
