Installed the google-compute-engine-oslogin package on a trusty
instance, everything went correctly as intended - ssh has been
restarted. Some snippets from the logs:

ubuntu@trusty-test:~$ sudo apt install google-compute-engine-oslogin

(...)

Restarting ssh.
ssh stop/waiting
ssh start/running, process 3869
Processing triggers for libc-bin (2.19-0ubuntu6.13) ...

(had to reconnect to the instance)

ubuntu@trusty-test:~$ apt-cache policy google-compute-engine-oslogin
google-compute-engine-oslogin:
  Installed: 20170718-0ubuntu1~14.04.0
