If the problem was localized to 17.10 then I would have said try undoing a recent change we introduced to /etc/pulse/default.pa:
### Use hot-plugged devices like Bluetooth or USB automatically (LP: #1702794) .ifexists module-switch-on-connect.so load-module module-switch-on-connect .endif But that's probably not relevant if you had the same bug in previous Ubuntu versions. There is however this module that's been enabled for a long time and isn't documented so I'm not yet familiar with its behaviour.
