I meet this bug under Kubuntu after upgrade from Feisty to Gutsy.
It only affects dictionary installation by doing [File -> Wizards ->
"Install new dictionaries..."] from OOo.
You can still install you dictionaries by using apt-get, Adept or
Synapric.
For example to add Spanish dict : sudo apt-get install myspell-es
