TL;DR IMHO:
- apache was removed but not purged (the system leaves configurations to be the 
same on a reinstall)
- then the configs were manually removed
- the system can't differentiate that from any other configuation, like adding 
a parm
- therefore it will "hold" that config state
- on a re-install or upgrade it needs to start the service
- that fails due to the delted config files

You should tell your system that you want apache2 gone completely including 
config:
$ apt purge apache2

Afterwards a reinstall should work.
