Public bug reported: In recent builds of collectd i386 fails [1] to configure dpdk properly.
That is due to a change in dpdk to become proper multi-arch for the dev libraries. I created a patch that works and suggested it upstream. Providing a fix for collectd "for now" to fix the current FTBFS that I will attach here.
