I can confirm it, its also happening to me in 7.10. In 7.04 it worked fine too.
I have a HP 530 laptop.
lshal -m returns nothing when I close lid or press the button, it seems that 
system doesn't recognise lid button at all
/proc/acpi/button/lid/C218/state returns open everytime, even if the button is 
pressed(there are no other buttons in /proc/acpi/button/lid/, only C218)
running on kernel 2.6.22-14-generic
i'm attaching lspci attachment if it can help...
