You have a version of base-files installed which is not from the
official Ubuntu archive and which is likely providing incorrect
information in the file '/etc/os-release' indicating that your system is
running zesty when in fact it is running yakkety. This leads to the
upgrader trying to upgrade your sytems from zesty to artful which is
failing possibly because of the incorrect information in '/etc/os-
release'.  Please paste the contents of '/etc/os-release' as a comment
to this bug report so I can confirm my suspicion.  Thanks in advance.
