All HTML5 videos watched in Chromium, using PulseAudio as session-wide audio
daemon, begin to crackle, as if there were audio buffer underruns.
I began experiencing this problem while watching videos on YouTube, edX,
Coursera, Udemy.
Going through all PulseAudio troubleshooting steps (e.g. adding tsched=0
to load-module module-udev-detect in /etc/pulse/default.pa, etc.) did
not work.
Watching the same videos in Firefox 55.0.2 (which routes all audio
through PulseAudio) gives perfect sound, no crackling/underruns.
Hardware: IBM ThinkPad T410s with Intel + NVidia graphics (Optimus - using
discrete NVidia only)
OS: elementary OS 0.4.1 Loki (based on Ubuntu 16.04 LTS)

I switched from Ubuntu 16.04's HWE stack to lts-xenial for stability,
downgraded kernel from 4.10 to 4.4, problem persists.
