This reults in a coredump
export LOCPATH=.
mkdir -p themuffinman/LC_MESSAGES/SYS_LC_MESSAGES
LANG=C LC_MESSAGES=themuffinman ls

This when replacing the dir with a file works:
rm -r themuffinman/LC_MESSAGES/SYS_LC_MESSAGES
touch themuffinman/LC_MESSAGES/SYS_LC_MESSAGES
LANG=C LC_MESSAGES=themuffinman ls

reset everything:
rm -r themuffinman
unset LOCPATH


I'm submitting this because I'm not 100% sure where it crashes, it crashes on 
Red Hat EL4, Debian Stable and Ubuntu 7.10
