* debian/control: Use HTTPS transport protocol for Vcs-Git URI
[ gregor herrmann ]
* debian/copyright: change Copyright-Format 1.0 URL to HTTPS.
* debian/upstream/metadata: use HTTPS for GitHub URLs.
* Disable network tests during builds and autopkgtests.
While they fail gracefully, network access can be a policy violation
and/or cause problems.
Thanks to Steve Langasek for the bug report. (LP: #1427982)
* Update years of packaging copyright.
* Declare compliance with Debian Policy 4.0.0.
