Public bug reported:

Given:
Microsoft LifeCam VX-2000 USB camera
Worked without any issues on Kubuntu 14.04
Works without any issues on Kubuntu 16.04 in vokoscreen and Audacity, it is
displayed in `pavucontrol` on the Input Devices tab and the bar is animated.

Problem:
The camera doesn't work in the current Skype Beta 5.4, in Google Chrome, in
Firefox. If a websites requests permissions to access microphone, in Firefox
appears a popup with devices and there I can select the cam, but after that no
sound really comes through and the LED on the cam is OFF.
