Steps to reproduce:
1. Install Ubuntu 17.10
2. Install apt-file package
3. Launch `apt-file update` as normal user (but sudo member).

Expected results:
apt-file updates its cache in user directory

Actual results:
apt-file is unable to update cache in user directory with error message:

$ apt-file update
