This issue can be triggered by running the libhugetlbfs test suite:

AUTOTEST_PATH=/home/ubuntu/autotest sudo -E autotest/client/autotest-

The brk_near_huge test seems to be the cause:

The test will hung here. But the system is still alive.
The dmesg will be cleared.

When I try to reboot the system, it will hang with:
[  621.223467] systemd-shutdow: 39 output lines suppressed due to ratelimiting
[  621.230541] systemd-shutdown[1]: Sending SIGTERM to remaining processes...
