I can confirm using 17.10 that an unresponsive window does not freeze
the shell, but it does freeze the window's controls and blocks moving
the window etc.
I wonder if you are getting a whole shell freeze or just the app window
(which might feel like the whole shell if it's large). When the problem
occurs, can you tap Super to get to the activities overview?
I'm thinking if you are getting a whole shell freeze then this might be
something that has been fixed between Ubuntu 16.04 and 17.10.
