So this bug exists year later under Ubuntu 17.10 for me.

I have attached my /var/log/installer files, poorly concatenated
together. Let me know what else can be included. My knowledge of
permissions is shocking and I couldn't compress the files and upload
without them being in root permissions.

** Attachment added: "var-log-installer-concatenated.txt"

https://bugs.launchpad.net/ubuntu/+source/ubiquity/+bug/1518426/+attachment/4942686/+files/var-log-installer-concatenated.txt

** Changed in: ubiquity (Ubuntu)
       Status: Invalid => Confirmed

** Summary changed:

- 15.10 fails to install GRUB on Microsoft Surface Pro 4
+ 15.10 - 17.04 fails to install GRUB on Microsoft Surface Pro 3 & 4
