Thanks for reporting. Newer package versions are normally synced from Debian to the Ubuntu development version. Once the release approaches, the automatic sync stops to focus on stabilizing and bugfixes, though it is still possible to add new versions through a feature freeze exception, see https://wiki.ubuntu.com/FreezeExceptionProcess.
