There could be two potential changes that caused this regression,
looking at [1]:

It either is the newer OVS 2.8 or the Kernel 4.12.
There are two good tests with OVS-2.8 in a row.

Given the current rate of success (5/24) it is rather unlikely that this case 
had the issue present.
Then on "Published on 2017-08-16" we got kernel 4.12 [2] and since then the 
issues occur.

So no hard guarantee, but all data points to 4.12 to be the regressing
change.
