When deploying multiple time same service on same servers and disks,
sometimes we got this error reported by Juju : No block devices detected
using current configuration
ceph-osd/5 blocked idle 2 10.20.0.133 No
block devices detected using current configuration
ceph-osd/6 blocked idle 4 10.20.0.135
No block devices detected using current configuration
Sometimes this error does not happen.
