Public bug reported:

I haven't been able to find any specification of the file name for a
.desktop file, so am working on the basis that anything can be used
before the .desktop extension. When installing the telegram-desktop
package from the 17.10 beta on Ubuntu MATE it creates a .desktop file
called:

telegramdesktop.desktop

This file is ignored by the Brisk Menu (as well as the Main MATE Menu
and Advanced MATE Menu). It is, however, seen by MenuLibre and the MATE
Menu Editor (moz).

When the file is renamed to:

telegram-desktop.desktop

it is recognised by the three MATE menu options. My assumption is that
the code the scans the /usr/share/applications directory (and other
locations) is missing the file because of the filename, and having not
found a specification that precludes this I am raising it as a bug.
