I confirm this is a serious issue. Xenial is LTS version for Ubuntu, so it's going to stay around for a long time. Meanwhile, zstd v0.5.1 is an experimental version using an incompatible format. It cannot read from zstd v1+. It generates data in a format that normal programs without legacy support cannot read.
This is a big issue currently, as it makes Ubuntu 16.04 LTS incompatible with the rest of the world, using v1+ format. Please update Xenial to latest zstd version (v1.3.1 at this date). It will solve all problems above.
